  17. <p>Clinton's campaign-finance reform may be less crusade than
  18. retreat
  19. </p>
  20. <p>     Some G.O.P. Senators are threatening a filibuster against
  21. Clinton's new campaign-finance proposal. The plan calls for some
  22. public financing of campaigns, and would bar big donors from
  23. dodging contribution limits by funneling funds through a
  24. presidential candidate's political party. The problem is that
  25. the proposal is heavy on concessions to reform-shy Democratic
  26. leaders and on retreats from Clinton's pledge to reduce the
  27. maximum contribution by a political-action committee to a
  28. congressional candidate from $5,000 to $1,000. Democratic
  29. Representative Mike Synar complained, "What the public got with
  30. this package does not meet their true test of reform."
